nn nnPOSITION SUMMARYnn nnThe Senior Manager, Contracts performs duties encompassing the full spectrum of cradle-to-grave contract management, from proposal support, through contract performance, and close-out with responsibility across all facets of contract management.
Support required may include Subcontract Management.
This position is the Senior Manager, Contracts for an assigned group of primarily international contracts for security and mission support services, mainly serving US Government agencies, but may also include commercial organizations.
nn nnRESPONSIBILITIESnn nnThis list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.
nnProvide full life cycle strategic contract management support to internal and external clients to identify and assist in meeting contractual requirements and achieving contract compliancenFacilitate contract execution by working with Government Contracting Officers (COs), Administrative Contracting Officers (ACOs) as well as Contracting Officer Representatives (CORs) and individual Program ManagersnWork with PMs/DPMs and other interna and/or external customers to ensure contractual issues and other assigned tasks are handled in a timely mannernCoordinate with finance and accounting departments to ensure customer billing is in accordance with contract requirements and/or applicable laws and regulations and assist in ensuring prompt and accurate payment from customersnSupervise the preparation, review, and execution of administrative specifications for contracts and new or existing agreementsnSupervise and/or assist with the resolution of contractual issues, including interpreting contract language and negotiating contract changesnAssist in business capture activities and assists in the formulation and development of technical proposal content to include staffing and operational requirementnParticipate in Project Management Reviews and prepare and maintain internal contracts reports and trackersnAssist with client audits, as necessary (DCAA, DCMA, State, Internal, etc.
)nPrepare and process contract closeout documentation in coordination with appropriate DepartmentsnOther duties as assignednnQUALIFICATIONSnnBachelor's Degree from accredited college or university or equivalent experience nAt least 7
years of experience in contract management and procurement-related roles to include experience in the following areas:
contract management, subcontract administration, proposal development, pricing strategies, incurred cost submissions, indirect rates, FFP, CPFF, CPAF, IDIQ, T&a;M, LOE, BPA, MOBIS, auditing/DCAA, contract negotiations with the federal government, contract closeoutsnAbility to research, interpret, and analyze precedent decisions, laws, and regulations including, but not limited to, the FAR, DFARS and various GSA schedulesnDemonstrated ability to manage multiple projects simultaneously in a fast-paced dynamic and fluid environment is requirednExperience managing and mentoring junior personnelnSuperior organizational and time management skills, as well as the ability to work in a team environment and display professionalismnThe confidence and abilities to prepare and engage in oral and visual presentations to management, executive board and other contracting officersnDemonstrated skill in maintaining contract files, the administration of contract modifications and the development of cost proposalsnProgram Management/Project Control experience preferrednExperience with large high value single award and multiple award contracts with large subcontractor content focusing on the DoD and DoS communitiesnExperience in executing procurement activities consistent with Contractor Purchasing System Review (CPSR) requirements preferrednKeen attention to both written and numerical detail in all support areasnProactive, self-motivated and innovative problem-solving dispositionnAbility to maintain contract files, including all required contractual documentationnAbility to develop and understand pricing on contractsnExcellent communication (oral and written) and strong interpersonal skills are requirednProficiency and skill working with Microsoft Office, SharePoint and other IT database applicationsnnABOUT CONSTELLISnn nnConstellis protects critical priorities safely and efficiently around the world.
