Program Manager, Mission Support

Constellis is looking for a Project Manager to ensure that the project is delivered on time, to budget and to the required quality standard. The Project Manager ensures the project is effectively resourced and manages relationships with a wide range of groups. The Project Manager is also responsible for managing the work of subcontractors, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team.
RESPONSIBILITIES:
Strategy & Planning
Define, understand and execute project scope, goals and deliverables that support contract goals in collaboration with the client, tenant and supporting commands to ensure successful execution of the Base Operations Support.
Effectively communicate project expectations to team members in a timely manner.
Liaise with project stakeholders on an ongoing basis.
Set and continually manage project expectations with team members and other stakeholders.
Plan and schedule project timelines and milestones using appropriate tools and delegating as necessary.
Track project milestones and deliverables.
Determine the frequency and content of status reports from the project team, analyze results and correct problem areas.
Define project success criteria and disseminate them to involved parties throughout project cycle; specifically related to Award Fee process.
Create recommendations report in order to identify successful and unsuccessful project elements.
Develop best practices and tools for project execution and management.
Acquisition & Deployment
Estimate the resources and participants needed to achieve project goals.
Approve and submit RFP's.
When required, coordinate with annex managers for the acquisition of required personnel from within the site.
Determine and assess need for additional or reduction in staff as appropriate during the project cycle.
Operational Management
Direct and manage project development.
Develop full-scale project plans and associated communications documents.
Delegate tasks and responsibilities to appropriate personnel.
Identify and resolve issues and conflicts within the project team.
Identify and manage project dependencies and critical path.
Develop and deliver progress reports, proposals, requirements documentation and presentations.
Other duties as assigned.
QUALIFICATIONS:
At least eight years of experience at a comparable level of responsibility in projects of similar size, scope and complexity.
Experience should align with operations support services, such as: Support for food and housing services for unaccompanied and deployed forces; religious services and programs; Payroll support; personnel management; morale, welfare, and recreation services to military members and their families; infrastructure support for utility systems operations; installation equipment maintenance; engineering services including fire protection, crash rescue, custodial, refuse collection, grounds maintenance, and lease of real property; security protection and law enforcement; and transportation motor pool operations. Experience in a management or supervisory capacity in a remote location with a multi-national work force is highly desirable.
Bachelor's degree in Business Administration/Management or Engineering highly desirable.
Must be a US Citizen. - Must have a United States Security Clearance.
Prior military experience; highly desirable.
Knowledge of FAR and DOD regulations required.
Knowledge of P&L responsibility for multi-million dollar contracts required.
Assures effective working relationship between Customer, Project staff and Senior Management; assures business relationships are maintained in a professional, profitable and productive manner

WORKING CONDITIONS:
Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday through Friday from 8 am to 5 pm, however, some extended or weekend hours may be required.
PHYSICAL REQUIREMENTS:
May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
